Depends which one. The passenger side one is a little easier as it's mounted on the bulkhead of the car. Driver side one a little more tricky because it's attached to the headlight unit itself. No special tools required.
Before you part with your hard earned cash make sure its the ballast - easy way is to swap them. If the issue changes to the other light you know its the ballast - if not its either a bulb issue or ignitor.

Replacing the ballast on either side is definitely DIY and pretty easy. Just make sure it's definitely the ballast that is bad and not something else.
Things to check would be bulbs, ballast bracket harness, ignitor, ballast.
