There's a good chance most were fitted with one but not all. Just call them with your vin number
As your car is a 2002 it's most likely got a tracker already fitted just call tracker and they will tell you if you have one.

You can use a file first if you can get into it with the tyre on if not just use wet and dry paper as said above

It's more than a minor polish and the lines are barly visible more so on the spokes .for some reason the early wheels seem to be more polished...
